The Worldwide Aviation Support Services (WASS) program, an AAR business, headquartered in Rockledge, FL, provides global, world-class expeditionary and conventional aviation solutions to the US Department of State Air Wing.

Role Description:

Responsible for the Worldwide Aviation Support Service (WASS) Program to the DoS INL/A customers in support of their aviation program requirements; primarily RW aircraft training and support. Provides management and administrative functions necessary for the safe, efficient, effective operation of Aviation Support Services at the main operating base (MOB) and forward operating locations (FOL) supporting the Nationalization effort. Perform instructor pilot (IP) duties.

Key Responsibilities:

  • Manage the operations of a training fleet. 
  • Ensure operational and Nationalization training requirements are safely accomplished in accordance with customers established standards, training and operating procedures.
  • Serve as the Operations subject matter expert. Responsible for the leadership of the operations team and direction of all operational activities and resources assigned.
  • On behalf of the Country Site Manager, manage aircrew, security, life support equipment and personnel assigned to the program.
  • Ensure Air Tasking Requests and training missions are consistent with and in support of contract requirements.
  • Coordinate with functional leaders to ensure personnel, aircraft and equipment are properly prepared and configured for scheduled flight operations and available when and where required.
  • Ensure required operational reports are submitted to the functional managers in a timely manner to meet company and customer requirements.
  • Represent and perform the duties of the Country Site Manager when directed and in his absence.
  • Maintain strong relationships with key operations customers, teammates and vendors.
  • Perform flight duties as an Instructor Pilot and/or Maintenance Pilot as directed in an INL/A aircraft.
  • Perform coordination between operations, maintenance, and logistics to support program training and standardization mission. .
  • Perform instructor pilot (IP) duties.
  • Assume the duties of the Site Manager in his absence.
  • U.S. Security Clearance Required.
  • Perform other duties as assigned. 

NATIONALIZATION DUTIES AND RESPONSIBILITIES:

  • Provide a Monthly Flying Hour Usage Report to include but not limited to; flight hours by flight hour usage code, country, passengers organization and aircraft type.
  • Provide Daily Operations Reports to include but not limited to, missions requested, scheduled, flown, canceled and aborted by aircraft type, aircraft identification/tail number, hours flown, sensitive items, mission detail , significant events, and personnel strength to include; authorized, assigned, boots on ground, break and TDY.
  • Provide a monthly report to include but not limited to, all counter-narcotics operations requested, scheduled, flown and cancelled by aircraft type, missions, sorties, flight hours, agency supported, passengers, illicit drugs captured or destroyed.
  • Provide initial notification of hostile fire within 30 minutes of incident and a monthly hostile fire report to include but not limited to country, coordinates, aircraft type and tail number, pilot, altitude, damage to aircraft, type weapon, mission type, impacts and incidents by day, month and year.
  • Provide management and administration functions necessary for safe, efficient, and effective training and operations of this aviation program.
  • Provides an efficiently staffed cadre of technical advisors to augment operations and conduct ongoing training and qualification of assigned SVA staff members.
  • Conducts current and future Ops planning.
  • Ensure all mission requests regardless of source will be documented and tracked in the MIS by approval/ disapproval/ rescheduled and reason.
  • Provide Host Nation training in support of and conduct Passenger and Cargo Processing. 
  • Provide Host Nation training in support of, and acquire and provide readily available intelligence and information for operational planning.
  • Provide Host Nation training in support of and oversight to ensure compliance with USG directives and safe execution of counter narcotic operations.
  • Provide Host Nation training in support of and conduct maritime and land-based detection and monitoring.
  • Provide Host Nation training in support of and conduct CASEVAC support.
  • Provide Host Nation training in support of and conduct VIP mission support.
  • Provide Host Nation training in support of and conduct contingency operation missions.
  • Provide Host Nation training in support of and perform emergency response / humanitarian missions.
  • Provide Host Nation training in support of and perform surge operations.
  • Provide Host Nation training in support of and perform representational event support missions.

Job Requirements:

Basic Qualifications: 

  • B.A./B.S. degree from a four-year college or university in a related field and/or combination of education and related experience.
  • Minimum five (5) years of experience in management and/or operations of a Rotary Wing and/or Fixed Wing aircraft fleet.
  • 2500 hours of flight time as the PIC in Rotary Wing Aircraft.
  • 1000 hours of turbine engine time.
  • 300 hours of turbine instructor pilot or check pilot time.
  • NVG qualified pilot with over 300 hours of NVG experience.
  • Previous qualification in the UH-1 series aircraft preferred.
  • FAA Commercial Instrument Airman's Certificate.
  • Current FAA Class I or II Medical Certificate.
  • Applicants require 300 hours turbine instructor pilot or check pilot time.
  • Strong English speaking and written communication skill.

Preferred 

  • Previous qualification in one or more of the INL-A aircraft.
  • Previous experience instructing foreign nationals in flight training.
  • Possess an FAA CFl/CFll and/or similar military / DoS program qualification.
  • Possess a Maintenance Pilot qualification in a military and/or DoS program.
  • Experience in management and operations of aircraft training program.
  • Prior experience as a US military aviator.
  • Ability to pass physical screening.
  • Passport with 18 months remaining.
  • LATAM positions require Level 2 Spanish.
