Who You Are

You will lead a team team of professional Subcontract Administrators and Subcontract Managers who manage cost, schedule, and supplier performance and execute highly complex contracts. You will be responsible for coordinating employee selection/hiring, training, development, performance and assessments, work assignments, and disciplinary actions.

What You Will Be Doing

In this role, you will be responsible for directing all phases of the subcontracts from initiation, Request For Proposals (RFPs), proposals, negotiations, issuing purchase orders, subcontract management of the suppliers, internal audits, cost accountability executive reviews, supplier reviews, program reviews, contract closeout and all associated metrics.
You will be managing the procurement of classified major and non-major systems, direct or indirect components, overhead or capital assets, technical services, and contract labor in a facility requiring special access; as well as, negotiating complex internal customer and external supplier requirements; comprehension and application of Program Security Classification Guides; Public Law 87-653, Truth in Negotiations Act; FAR/DFARS; LMAP/CAP and AeroCodes; comprehension and application of price/cost analysis; comprehension and application of risk and opportunity evaluation and mitigation or implementation. Your experience with TINA negotiations, proposal compliancy, and purchase orders will be a necessity.
You will be managing the development of classified Subcontract Program Management Plans and Strategic Subcontract Plans; coordinating and managing the coordination and development of classified Statements of Work with Engineering and Program Integrated Product Teams (IPT); classified subcontract methodologies and terms & conditions; collaborating cross-functionally to develop evaluation criteria for complex source selections; applying advanced procurement skills in the negotiation of subcontract terms & conditions, including price. Managing and directing subcontractors in performance and execution of subcontracts, inclusive of cost, schedule, technical, and risk elements of the various subcontract phases.

Basic Qualifications:
-Experience in Classified Environments

-Experience with Microsoft Office suite including Word, Excel and PowerPoint

-Experience with Systems, Applications and Processes (SAP)

-Experience in DoD Procurement Life Cycle

-Experience in Supply Chain Management (i.e. subcontract cost, quality, schedule and technical program performance)

-Negotiation skills

-Experience with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations SUPPLEMENT (DFARS), government regulations.

-TINA Level Negotiation Experience

-Price / Cost Analysis Experience

-Business acumen, to make business based decisions

Ability to Work Remotely: Onsite Full-time: The work associated with this position will be performed onsite at a designated Lockheed Martin facility.
Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Schedule for this Position: 4x10 hour day, 3 days off per week
