As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the managers individual performance, and available funding.
Serve as the Assistant Manager for the Office of Airports (ARP), Orlando Airports District Office (ADO) in the Southern Region.
Duties
The Assistant Manager is responsible for overseeing and supervising technical operations within the ADO, which includes 15 S/M/L hub airports. The responsibility includes 100 Federally funded airports throughout Florida including 20 Part 139 certified airports. Supervises up to 19 ADO employees. The selectee is responsible for overseeing and directing the implementation of the Airport Improvement Program (AIP) and the Passenger Facility Charge (PFC) Program ensuring, at a high level, the appropriate coordination (both internal and external) takes place. The AIP approaches $200 million dollars annually, and the Passenger Facility Charge Program entails more than $500 million dollars in annual collections. Both programs involve airport planning (airport master planning, state and/or metropolitan system planning) and implementation of the National Environmental Policy Act. The AIP requires annual updates to the office of Airports Capital Improvement Plan (ACIP) and include primary and non-primary airports. The Federal Aviation Regulations (FAR) Parts 77, 139, 150, 157 and 158 apply as they pertain to the development of airports. Collaborates with all organizations and stakeholders to address corporate level initiatives, acting as an Agent of FAA for meeting with DOT, States, local municipalities, Airports, etc. The selectee will interface with others to achieve organizational objectives and exercise delegated authority in advising Federal, state, and local officials on laws, regulations, and innovative solutions regarding airport development and operations. Establishes, monitors, and evaluates ADO program goals. Initiates, strengthens, or eliminates programs or major projects to meet established goals and regional and agency objectives. Reports status and effectiveness of programs and initiatives to higher levels within Airports Division. Provides input to the identification and resolution of problems and cooperates with officials on matters pertaining to problems and complaints of discrimination. Coordinates all program activities with the Division and ensures timely and responsive customer service. Ensures airport development projects provide the protection and enhancement of the environment and sponsor compliance with terms of agreements entered into as a condition of receiving federal assistance. Oversee the conveyance of surplus public property to communities for airport purposes. Provides advisory service to the public on airport safety, planning, design, construction, environmental and maintenance matters. Assures the uniform application of FAA airport planning, programming, design, construction and land acquisition standards and policy in federally-assisted airport development projects. Maintains the overall organizational health of all staff members, working with the ADO Manager to quickly, fairly, and effectively handle any personnel challenges; ensure the development of staff members, and leading the office. Determines any needed Organizational changes to the office structure that allows for more efficient and effective accomplishment of the work, and puts these changes into effect. Oversees resources for the ADO and establishes programs to reduce resource usage and operating costs without adversely affecting overall operation. Exercises the full range of managerial responsibilities to include strategic planning and initiatives, communicating the organizations vision and objectives; setting priorities; monitoring and evaluating performance of organizational units, supervises, coaches and develops ADO staff. Approves leave; and takes corrective/disciplinary actions as appropriate.
