Job Description:

The incumbent is a strategic Deputy Director of System Operations (DDSO) who are assigned to the Air Traffic Control System Command Center (ATCSCC). This is a manager position responsible for planning and directing multiple activities and programs in a complex matrix organization within an assigned service area.

Duties

The DDSO works with the Headquarters Executives/Directors/Managers, Service Area Directors/Officials, Service Center Directors/Managers, General Managers (GM), Assistant General Managers (AGM), Air Traffic Managers (ATM), and Traffic Management Officers (TMOs) on a daily basis to provide a single contact for and consistent response to the aviation community. He/she works with Federal Aviation Administration (FAA) and external stakeholders to identify potential operational efficiency enhancements and helps accomplish these enhancements locally and across the NAS. He/she is the portal for NAS users to access all levels within System Operations, and keeps senior leadership apprised of strengths and risks in the system.

Manages a highly technical multi-layered workforce by facilitating the integration of air traffic services from multiple organizations and advocating the tactical use of concepts and technologies to advance the strategic goals of the FAA. Coordinates the work with multiple organizational units and projects, and across multiple functions and/or disciplines, within the assigned facilities. Works with the managers of the service centers and facility ATMs under a shared services concept and with the cooperation of field facility managers.

Plans, directs, coordinates, evaluates and manages the activities of a highly technical matrix organization consisting of facility ATM s, Supervisory Traffic Management Coordinators (STMCs) and their subordinates, contract support staff, representatives from the aviation industry and the military. Works on complex projects and programs based on the objectives of the Director, System Operations and the ATO. Is responsible for strategic planning, communicating the organizations vision and objectives, setting priorities, coaching, and developing staff and organizational capabilities. Solicits feedback among management team members on shared responsibilities for safety, efficiency and a systems approach in the performance of the NAS.

As a recognized expert in traffic flow management, he/she ensures that traffic flow plans are integrated with the operational philosophy of System Operations, the ATO and FAA. Maintains situational awareness of the national airspace to ensure the immediate and proper initiation of traffic management programs. Provides input on policies, standards and procedures regarding air traffic flow management, to support the safe, secure and efficient use of navigable airspace.

Monitors day-to-day operational performance against performance metrics within his/her assigned facility area. Works with TMOs to coordinate real-time and tactical responses to events and conditions affecting traffic flow management. Ensures a closely aligned strategic and tactical relationship between the Air Traffic Control System Command Center (ATCSCC) and the TMO concerning the day-to-day operation of the NAS. Improves tools and procedures governing effective traffic management. Requires significant and extensive coordination and integration of a number of program segments. Makes major recommendations in the areas of long-range objectives and plans, resources and method improvements that have a direct and substantial effect on many programs, policies and Flight Plan goals and metrics.

The DDSO reports to the Director, NAS Operations who provides nominal administrative supervision. The incumbent exercises a high level of judgment in the performance of his/her duties by independently looking for alternative strategies to adapt to the changing requirements of the NAS. Performance is evaluated upon the effectiveness with which objectives are achieved.

  • A recent SF-50 is required (See Required Documents for requirements)
  • Not covered under special provisions for air traffic controller retirement.
Qualifications

Candidates must show specialized experience. Specialized experience is defined as:

1) Must have held an FAA 2152 FG-14 or above regional or headquarters positions for at least 1 year (52 weeks);

or

2) Must have been facility rated or area certified for at least 1 year (52 weeks) at an ATS facility;

or

(Note: an employee who has been facility rated or area certified for at least 1 year (52 weeks) in an ATS facility that is upgraded is considered to meet the qualification requirements of the upgraded position, since he or she has been performing the higher-graded work; or 3) Must have held a MSS position for at least 1 year (52 weeks) in an ATS facility.

In addition to the qualifications listed above for MSS positions, if applying for the MSS-4 position, you must have held the MSS-3 or MSS-4 or an FG-2152-14 or above regional or headquarters position for 1 year (52 weeks) [IAW Qualification Requirements for AT-2152 Terminal and En Route Positions (Revision 1) dated 11/08/99].
