Northrop Grumman Mission Systems (NGMS) is seeking a Subcontract Manager 2 to support the Land Maritime and Sensors (LMS) Business Unit (BU). This position will be located in Linthicum, MD with a hybrid-work schedule.

Rise to the challenge, find your voice, launch your career to new heights, and join our NGMS’s GSC team as a Subcontract Manager Band 2 supporting the Advanced Land Sensors (ALS) Operating Unit (OU), Maritime Electronic Information Warfare (MEIW) OU, and Advanced Maritime OU within the LMS BU executing all aspects of the procurement life cycle. This individual will be responsible for the development, mentoring, coaching and engagement of the Subcontracts Administration team managing workload assignments to ensure that daily requirements are appropriately prioritized and executed to meet the needs of the business. They will also be responsible for fostering proper engagement with the program functional teams and to facilitate communication of requirements and status to program and business area stakeholders within NGMS and GSC. This position shall be based in Baltimore/Linthicum, MD area and shall manage Subcontracts Administrators remotely across the United States of America. The position requires technical leadership competencies to form strategies to construct various contracting types for major procurement activities to meet the requirements of the programs and needs of the business. Such activities may include long-range procurement agreements, sourcing partnerships, continuous improvement initiatives, and identification of opportunities for enhanced efficiencies and to support compliance strategies and initiatives. The successful candidate will possess strong leadership skills, including a command of oral and written skills, solid negotiation skills, knowledge of terms and conditions, an aptitude for DoD contracting and its related requirements and the ability to lead a diverse team with varying requirements and priorities in support of the business.  Activities include the adherence of and participating in the development of agile and efficient company GSC policies and procedures.

 Responsibilities include but are not limited to:

  • Lead, mentor, coach, guide, motivate, challenge, train, and support team of subcontract administrators.
  • Review/status proposal and active subcontract requirements and ensure those met customer requirements.
  • Development of negotiation strategies and plans.
  • Review and approval of purchase order compliance.
  • Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment.
  • Manages performance of subcontracts, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.
  • Support of proposal activities. Prepares bid packages, conducts bidder’s conferences, analyzes, and evaluates proposals, negotiates subcontract provisions, selects, or recommends subcontractors, writes awards, and administers resulting subcontracts.
  • Review and approval of supplier agreements (i.e., Teaming Agreements, Long Term Pricing Agreements, Overriding Agreements, etc.).
  • Communication within GSC, Division, Program and business areas of procurement status and issues.
  • Support leadership meetings with the Program Management Office, GSC, Operations, Quality, Engineering, and other functionals.

Basic Qualifications:

  • Bachelors degree with 9+ years of experience working with supply chain, procurement, contracts, subcontracts or related field, OR a Master’s degree with a minimum of 7+ years of related experience as discussed above OR PhD and 4+ years of experience.
  • Experience with SAP or related business application software.
  • The successful candidate will possess strong leadership, communication and writing skills
  • Extensive knowledge of U.S. Government contracting and the Federal Acquisition Regulation (FAR)/Defense Federal Acquisitions Regulation Supplement (DFARS), Cost Accounting Standards (CAS); and Defense Contract Audit Agency (DCAA) audit procedures
  • Leadership experience of 3+ years as a team lead or manager

Preferred Qualifications:

  • The successful candidate should have experience working with multiple contracting formats, including Firm Fixed Price and Cost Reimbursable, possess knowledge relating to special payment provisions (progress or performance-based payments).
  • Strong organization, attention to detail and leadership characteristics
  • Applicant must understand the proposal process, pricing instructions, terms and conditions and determine the adequacy of supplier proposals received.
Salary Range: $131,800 - $197,600
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidates experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
