This position is located in Management Services, Financial Services Directorate, Materiel Management and Procurement Group, Space Management Team, (AJG-R25). This team oversees procurement projects for furniture and construction, facilitates the logistics of moving HQ staff, provides oversight of the leased space spaces, and the administration of parking in buildings within the National Capital Region.
Duties
As a Logistics Management Specialist, this position uses quantitative and qualitative methods and techniques to analyze office space design and furniture configuration needs to fulfill the administrative space requirements for ATO Service Units in the National Capital Region (NCR). Applies advanced knowledge of logistics and space management processes and procedures to plan and accomplish assignments. Performs multiple and varying assignments under the limited direction of the team manager or more experienced professional. These assignments involve tracking and analyzing space requirements for individual organizational units to recommend design improvements. This work affects the efficiency of ATO operations and safety of ATO employees.
As an individual contributor on small complex projects, the Specialist analyzes and identifies space allocations and designs to ensure that space requirements comply with policy and procedures. Recommends space designs and options. Applies knowledge of program/ project management principles to monitor project phases including gathering, design and layouts of plans. Assists senior professionals in scheduling, delivering and coordinating the services of vendors, designers, architects and installers.
Tracks and analyzes new Federal Aviation Administration (FAA), Department of Transportation (DOT) and General Service Administration (GSA) administrative space management policies and proposals to recommend modification of space allocations for ATO facilities in the NCR. Analyzes improvement options to internal ATO space and facility guidelines to address operational efficiency. Provides guidance to less-experienced in the day-to-day operations for space management and in the application of policies, regulations, and laws.
Acts as a team member assists the senior management team in securing funding for one-time costs to include construction, furniture, security, telecommunications, move, and other required space management services. Uses Acquisition Management process to assist more experienced specialist with executing build-out construction, furniture procurement and delivery of essential services. Applies experience using technological media such as Microsoft Word, Excel, and PowerPoint to analyze and display information. Uses software applications to create statistical charts and graphs to identify trends or to highlight information that leads to data driven decision making.
Contacts typically are internal and external, with regular contacts among major subdivisions within the ATO, customers, and other external parties to share information about design projects and to explain the applications of space management policies and procedures. Applies the ability to communicate and present technical space requirements to present project information to various audiences.
Although established policies/procedures provide guidance for most assignments, the Specialist is allowed considerable discretion to select the most appropriate approach(es) or develop new approaches. The Team Manager periodically reviews work, typically at major milestones and at completion, for policy compliance and alignment with the requirements of projects and/or other work activities.
