As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the managers individual performance, and available funding.
This position is located in the ATO, Technical Operations, Facilities & Engineering Services, EOSH Services Group, Compliance Services Team, AJW-2310.
Duties
He/she manages the work of a large multi-level organization responsible for the establishment and implementation of the agencys EOSH polices and compliance requirements, which include energy, environmental cleanup; fire life safety; workplace inspections; fall protection; indoor air quality; electrical safety; asbestos; construction safety; confined space, and hearing conservation, etc.
Implementation includes development, evaluation, analysis, etc., of work activities in compliance with regulatory requirements, agency policy and collective bargaining agreements. Develops new programs to support the strategic direction of the organization.
Directs the work of subordinate employees for multiple projects/programs and across multiple functions and/or disciplines within the LOB/SO. Evaluates the current regulatory environment as well as forecast expectations from the field and stakeholders regarding EOSH programs. He/she directs highly technical and complex work/projects and serves as the national advocate for EOSH compliance in the agency. Managerial duties include strategic planning; communicating the LOB/SOs vision and objectives; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units and employees; coaching and developing staff, approving leave; and taking or approving corrective/disciplinary action, as appropriate.
Defines, acquires, allocates and manages budget (F&E, Ops, Activity 5), staff, and other resources to accomplish objectives for the unit and section, across multiple functions and/or disciplines. Manages budget and either reallocates resources among organizational units/ projects/programs or acquires additional resources as needed. Leads and integrates the budget planning processes for all organizational projects/programs under his/her control. Participates in program and project planning efforts that cross- organizational lines within the major subdivision and LOB/SO.
Applies a thorough understanding of the principles of program and project management and strategic planning to integrate the work of multiple organizations to accomplish mission objectives.
Contacts are routinely internal and external, with subordinates, peers, and higher-level management. May represent the division or LOB/SO, or the FAA externally as a primary point of contact for environmental and employee safety policies/procedures. Has the authority, within guidelines to make commitments for the major subdivision, to establish new policies/procedures, and to make exceptions.
Provides guidance to subordinate employees and managers for preventing and resolving problems without the intervention of higher- level management except where LOB/SO or FAA-wide interests are at stake. Develops and approves solutions to current and anticipated challenges with consideration to technical, budgetary, regulatory, and political issues, which involve other divisions inside and outside the FAA.
