Reporting to the Senior Manager, Fatigue Risk Management Program (MFRMP) is accountable for strategic oversight, management and coordination of the Flight Operations Fatigue Risk Management Program in accordance with Regulatory (Transport Canada) and Industry (ICAO/IATA) requirements and recommended practices.  

The incumbent is responsible for the day-to-day processing of Fatigue reports and data relevant to the Fatigue Risk Management Program. The incumbent will ensure the proper handling and processing of Fatigue Reports, Fatigue Events, Fatigue Surveys and the completion of other documentation, as appropriate, concerning the Air Canada Fatigue Risk Management Program.  

The incumbent will serve as the Flight Operations expert regarding FRMP matters and will have a leadership role with appropriate responsibilities regarding coordination of fatigue reports and events with the Flight Operations Branch. The incumbent will be responsible to process all Fatigue Reports and Events for the Department and will support the quarterly Fatigue Safety Action Group and other safety meetings, as directed by the department head, to ensure fatigue risk concerns are tabled and addressed in accordance with FRMS protocols. The incumbent will also support Branch and Corporate Safety Investigations by providing direct investigative support and/or by providing support information to Corporate Safety Investigations with respect to Fatigue Risk.  

In the capacity as an Manager Fatigue Risk Management Program, the incumbent will have the capability to produce initial reports that include factual information, analysis of the information, findings, causal factor(s) and recommendations to the appropriate management level.   This position is a critical capability for the Fatigue Risk Management System as it provides expert input to the Branch regarding flight operations risk management. The Incumbent will coordinate safety matters with staff holding expertise from other Branches and will ensure cross-branch issues are properly presented, briefed and understood.

Responsabilities:

  • Ensure all fatigue reports and fatigue events are reviewed and accepted within 5 business days, whenever possible. 
  •  Ensure that all fatigue reports are finalized within the timelines set out in the Fatigue Risk Management manual, ideally within 30 business days of receipt where possible. 
  • Ensure that all Unforeseen Operational Circumstances (UOC) Reports are reviewed and accepted within 5 business days, whenever possible. 
  • Establish appropriate links and support structures within Flight Operations, Corporate Safety, Crew Planning, and Crew Scheduling in order to properly prosecute fatigue reports. 
  • Directs, manages and conducts activities to identify, analyze, and investigate fatigue hazards and latent risks. 
  • Direct and manage the processes related to trending of Fatigue and UOC events.  
  • Manages the activities to complete proper risk assessment of fatigue reports and events. 
  • Manages a process to formally monitor and track corrective action and subsequent performance. resulting from safety issues and investigations. 
  • Manages and oversees the process to provide de-identified reports to internal departments and external agencies as requested. 
  • Manages the provision of support and assistance with respect to special project work. 
  • Manages Alertsafe Fatigue Reports, and Fatigue Events, including debriefs of the flight crews, flight attendants, ground personnel and any other required groups as dictated by the investigation. 
  • Manages the process to provide expert feedback to flight crews regarding Fatigue Reports & Fatigue Events, and associated reports from all areas of the operation. 
  • Provide regular reports to Flight Operations, as requested, regarding Flight Operations Fatigue issues, trends and reports. 
  • Provide formal Fatigue Risk presentations to Fleet Managers and training sessions as requested. 
  • Provide direct support to the Fatigue Safety Action Group and Flight Operations Safety Board including presentation of Fatigue statistics, hazards, trends and top concerns. 
  • Highlight major issues and concerns and offer performance and fatigue risk comparisons with Industry. 
  • Provides well-written and researched professional contributions to internal FRMS/FRMP Awareness and Promotion media & publications.  
  • Provides well-written and researched professional contributions addressing fatigue risk issues/concerns for professional journals and awareness. 
  • Ensures his/her Section maintains a close professional and working relationship with the front line pilots and provides two way personal communications between line pilots and the Fatigue Risk Management Program.  
  • Provide detailed reports that compare/contrast Air Canada Fatigue Risk reports with those of Industry. Identify adverse trends and best practices where able. 
  • When requested, provides Investigation support related to Fatigue Risk in Safety Investigations and produces, as applicable, an initial report that includes factual information, analysis of the information, findings and cause factor(s) and recommendations to the appropriate management level.  
  • Identifies and requests Fatigue Risk Management material, human and financial resources to successfully complete assigned duties. 
  • Remains current with industry trends and requests training session and procedures updates, as required, on investigation knowledge, on best investigative practices, procedures or principles. 
  • Manage the relationship with AlertSafe Programmers and/or Air Canada IT to troubleshoot and resolve any technical issues 
  • Direct work and tasks to ensure the AlertSafe system is operational. 
  • Oversee and guide the testing for any new features for the AlertSafe app and/or AlertSafe web. Manage the relationship with the P-EFB team to deploy new versions of AlertSafe app.  
  • Direct the strategy of future development work related to AlertSafe, acting as the primary user and administrator of the software on behalf of Air Canada. 
  • Establish, Oversee and manage the Fatigue Risk Management processes contained within the FRMS Manual.  
  • Be accountable for directing revisions and changes to the Risk Management section of the FRMS Manual.  
  • Act as an SME and Direct FRMP development within other branches of Air Canada as requested/directed by the Director Regulatory & Compliance.  
  • Provide oversight and direction to co-op students assigned to support the FRMS and FRMP Program.

Qualifications

  • College or University degree is preferred 

Professional Qualifications:

  • Minimum 5 years professional experience in a management role 
  • Strong communication and interpersonal skills 
  • Strong analytical skills 
  • Fatigue Risk Management Systems qualification (must be completed within 12 months of joining)

Preferred Skills & Experience:

  • Aviation experience shall include in depth knowledge of daily airline/airport operating procedures and interdependence
  • In depth expertise (5 years of experience) within Part 705 Canadian Air Operator
  • In depth knowledge of Transport Canada regulations and standards as well as Similar foreign regulatory agency regulations and requirements (e.g., FARs, EASA-Ops)
