Job SummaryThe Manager, Aviation Weather Services provides expertise and guidance as the operational authority on weather services, products, and systems, as well as maintains knowledge of user concerns, requirements, and priorities. They are also responsible for the management of different contracts related to aviation weather and the quality, reliability, maintenance, and development of aviation weather services by NAV CANADA.

In this role you will:

  • Be responsible for the management of the main agreement between NAV CANADA and Environment and Climate Change Canada (ECCC) for the provision of aviation meteorological products and services to NAV CANADA.
  • Be fully accountable for a direct reporting staff of weather service specialists.
  • Manage the contracts for all the Contract Weather Offices (CWO) and Community Aerodrome Radio Stations (CARS) and related training under the responsibility of NAV CANADA in close collaboration with the Contracting department.
  • Manage the aviation weather, as well as the CARS and CWO budgets.
  • Ensure the delivery and quality of CWO and CARS services is maintained at all times, as well as investigate issues, find solutions, and determine corrective action plans.
  • Ensure policies, procedures, and standards are met in the delivery of weather-related products and services.
  • Participate in the development, life cycle support, and enhancement of weather systems.
  • Participate in the establishment of service standards, monitor operational performance, and resolve operational and technical problems.
  • Ensure that operational and technical performance and safety requirements of weather-related systems are achieved and maintained.
  • Provide expertise and guidance through the management of technical resources on weather products and related systems.
  • Be responsible for the development, updating, and maintenance of NAV CANADA weather related manuals and collaborate with internal and external groups on other manuals under the responsibility of entities such as ECCC.
  • Participate in external and internal working groups, as needed.
  • Collaborate with several other departments on weather related projects and issues surrounding CARS, CWO, and the provision of weather services to ensure proper delivery and that safety and standards are maintained.
  • Represent Canada as a Subject Matter Expert (SME) to Transport Canada at ICAO MET Panel and related working groups.

What you bring:

Education:

  • Certification as a Flight Service Specialist or acceptable work experience related to the aviation weather field.
  • Post-secondary education in aviation-related programs or meteorology would be considered an asset.
  • Certification to AWBS / PBS standards would be considered an asset.

Experience:

  • Extensive experience in using aviation weather products and services.
  • Experience in using management techniques and processes including business case analysis, project management, finance, and human resources.
  • Experience in collaborating on projects by program planning, budgeting, preparing work plans, scheduling activities, setting priorities, and assigning resources to meet objectives and deadlines.

Knowledge:

  • Knowledge of NAV CANADA’s safety management policies.
  • Knowledge of aviation weather standards and requirements related to Transport Canada, ICAO, and WMO.
  • Knowledge of the Canadian Aviation System with emphasis on air navigation services and Canadian Aviation Regulations related to the provision of aviation weather services to customers.
  • Knowledge of aviation weather services and their delivery within the Canadian air navigation system.
  • Knowledge of the CWO and CARS services provided by NAV CANADA contractors.
  • Knowledge of NAV CANADA’s business and operational mandate, strategic objectives, accountability framework, corporate values and principles including how these relate to project objective and staff and personal development.
  • Knowledge of procurement policies, tendering processes, proposal evaluations, and contracting mechanisms.
