Serves as a Logistics Management Specialist performing multiple and varying complex logistics assignments under the limited direction of the manager or more experienced professional. Acts as a subject matter expert (SME) on teams for assigned projects/programs and serves in leadership roles. Provides training and guidance to lower-level professionals on logistics processes/procedures, including contract oversight.

Duties

Applies experience and advanced knowledge to forecasting, monitoring, coordinating, and control of assigned inventory items required for the effective and efficient maintenance and operation of the National Aerospace System (NAS). Recommends and directs corrective actions to identified execution shortfalls. Monitors supply support effectiveness and resolves problems with assigned items utilizing appropriate regulations and procedures. Ensures compliance with milestones and performance criteria. Identifies and initiates alternative supply support methods which are consistent with program plans and applicable policies. Monitors cost and pricing information and makes adjustments to financial data IAW policies and procedures. Manages financial records on assigned items to support the objectives of the organizations. Complies financial information for budgeting purposes and performs cost and economic analysis, as needed.

Demonstrates considerable independence in planning time for the acquisition and maintenance of inventory for assigned items using a variety of methods, techniques, and criteria that assures customer requirements will be met timely and with high quality products and services. Prepares complex and high value contract bid packages by gathering historical information on demand rates, failure rates, or other support requirements and submits complete contract packages for award. Participates in complex contract negotiations and maintains contract milestones. Serves as Contracting Officer Technical Representative (COTR) for contracts. Complies and analyzes information and statistics relative to assigned items and applicable NAS systems/equipment, reporting problems, and proposing resolutions which conform to stated goals and objectives.

Contacts are both internal and external to the organization to share information, provide data and/or written analyses, and to discuss the status of assignments. Stays alert to changing customer needs and challenges, seeking and using customer feedback and suggestions to enhance effectiveness.

Established policies and procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach(es). Required to review processes and make recommended changes to work instruction/policies/procedures, as needed. Acts as SME in resolving most problems and work issues.

Qualifications

To qualify for this position at the FV-H (FG/GS-12) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G, (FG/GS 10-11) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

SPECIALIZED EXPERIENCE includes: experience with inventory control policies and communicating them to internal and external customers; conducts meetings/briefings; evaluates and analyzes data; identify problems/deficiencies and make recommendations; experience with processing purchase requests; experience with the preparation of performance work statement and determining independent government cost estimate for any acquisitions exceeding threshold.
