Job Summary:
Raytheon organization is seeking an individual to join its Earned Value Management Systems team as an EVM Tier IV (EVM Specialist).
This position, the EVM Tier IV or Earned Value Management (EVM) Specialist, has accountability for the performance of EVM compliance, training, communications, and assessments. It is a resource within a Mission Area to drive the use of EVM as a program management tool.
The position, with the guidance of the EVM Tier II and IIIs, is highly collaborative and calls for proactive leadership and the ability to mentor program team members to build EVM maturity and improve processes. EVM Tier IVs interface with Program Managers, Business Managers, and Control Account Managers (CAMs), as well as the RMD EVM community, Finance, and external customers. Candidates demonstrate a strong working knowledge of EVM. The ability to conduct training, create professional communications, and deploy tools to the program team is required.
Effective and influential communication across all levels of the business (Functional Organizations, Product Areas, Senior Management, Program Management, and Government counterparts) is required. A strong desire to foster relationships that improve execution implementation is critical.
What You Will Do:
Lead EVM implementation and compliance activities for programs within a Mission Area
Prepare teams for all EVM events (IBR, surveillance, etc.)
Provide closed loop feedback to program teams, including options for compliant implementation
Collaborate with EVM Team for consistency of EVM application
Review RFP/RFQ bid language for EVM implications; make recommendations for revisions
Ensure program leadership and front-line teams understand how to meet the intent of compliant EVM implementation through presentation of training materials
Assess EVM artifacts for compliance to DIDs, CDRLs, and EVM Command Media
Some travel may be required.
Qualifications You Must Have:
Bachelor’s Degree in Business Administration or related field
Typically requires 8 years related work experience Finance/Business; Planning/Scheduling; Program/Project Management; Earned Value Management or a combination of the above; or an advance degree and 5 years’ of related work experience.
Experience in applications of EVMS, Program Controls, and Cost/Schedule Integration requirements such as the Data Item Descriptions for Integrated Master Schedule (IMS) and/or Integrated Program Management Report (IPMR/IPMDAR)
The ability to obtain and maintain a U.S. government issued Secret security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications We Prefer:
Experience using analytical and interpretive techniques to assess EVM compliance, materiality, and intent of process implementation
Active Secret Clearance
Ability to work well under pressure with both internal and external customers
Experience with Agile implementation and methodology
Experience applying EVMS policies, procedures, and intent across an enterprise in multiple contractual scenarios with ability to demonstrate understanding of the 32 EIA-748 EVMS Guidelines, Raytheon EVMS Process Description Manual 10255, and the EVM Process Instructions
Knowledgeable of full suite of EVMS tools and their application (SAP, forProject, RTX Tool Suite, etc.)
Familiar with IMS development and maintenance tools and techniques
Current Raytheon EVM Certification or Industry equivalent
Experience in Program Proposal, IBR, Baselining and Execution Processes to include Subcontractor Integration in an EVM environment

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
