Primary Objective of the Position:

The Vice President, Quality and Safety, is a leadership role responsible for overseeing and ensuring the highest standards of quality assurance, safety, technical training, technical records, and technical library in the Maintenance & Engineering Group. This position plays a pivotal role in the development, implementation, and management of quality control processes, regulatory compliance, and safety standards for all maintenance activities. Additionally, the VP will oversee the operation and maintenance of Flight Simulators, ensuring that all technical training is conducted effectively and safely.

Principal Duties and Responsibilities:

  • Lead the development, implementation, and management of the quality management system (QMS) for all aircraft maintenance activities.
  • Responsible for the quality and regulatory compliance of all the work performed by Cargojet (AMO).
  • Ensure compliance with Canadian Aviation Regulations (CARs), Transport Canada (TC) requirements, and international aviation safety standards.
  • Point of contact for all Regulators and associations, representing the Person Responsible for Maintenance (PRM).
  • Prepare, review and maintain the Maintenance Policy Manual (MPM) to ensure that it reflects current regulatory authority requirements.
  • Prepare and approve all Aircraft Certification Authority (ACA) privileges in accordance with the manual under the authority of the Approved Maintenance Organization (AMO) and maintain the qualified personnel listing as well as establish a program to maintain sufficient records in accordance with the requirements of the MPM.
  • Ensure Fuel Farm compliance and IATA Fuel Quality Pool (IFQP) enrollment.
  • Lead the Maintenance Team through the IATA Operational Safety Audit (IOSA) maintaining compliance reports and leading Corrective Acton Plans (CAP) to closing within the timelines.
  • Lead the audit team and maintain the companys Approved Vendor List (AVL) through a complex audit process.
  • Oversee audits, inspections, and evaluations to ensure adherence to internal and external safety standards.
  • Ensure all Safety Management System (SMS) reports are actioned and completed by the company manual timelines.
  • Leadership of reporting to all Civil Aviation Daily Occurrence Reporting System (CADORS) and Service Difficulty Reports (SDR) submissions are completed with the regulators.
  • Ensure that training programs are aligned with the latest maintenance technologies, best practices, and regulatory changes.
  • Monitor and evaluate the effectiveness of training programs and identify areas for improvement.
  • Oversee the management and organization of all technical records and documentation related to aircraft maintenance activities.
  • Manage the technical library to ensure that all necessary manuals, schematics, and technical data are readily accessible to the maintenance team.
  • Collaborate with Flight Operation departments to integrate Flight Sim resources into the overall training strategy.
  • Monitor and ensure the simulator is up-to-date with the latest aircraft systems and technology to provide realistic and effective training scenarios.
  • Drive continuous improvement initiatives within the Quality and Safety departments to improve efficiency, safety, and compliance.
  • Stay current with industry advancements, regulatory changes, and emerging trends, and integrate them into the organizations practices.
  • Lead investigations and corrective actions for any non-conformities, safety incidents, or quality issues.
  • Perform any other related duties incidental to the work described herein.
  • Responsible for your training and the training of the direct reports, ensuring employees remain current with all technical and regulatory training requirements to function in their assigned role.
  • Ensure compliance with Safety Management System (SMS) and safety / security policies, procedures and standards.
  • Ensure a clean and safe workplace for team members.
  • Perform any other related duties incidental to the work described herein.

Minimum Qualifications:

  • Bachelors degree in Aviation Maintenance, Engineering, or a related field. A Masters degree or relevant industry certifications would be an asset or Licensed AME holder.
  • Minimum of 15 years of experience in aircraft maintenance or aviation safety, with at least 7 years in a leadership role.
  • Strong background in quality assurance, technical training, regulatory compliance, and safety management within the aviation industry.
  • In-depth experience managing technical records, maintenance documentation, and compliance with Canadian Aviation Regulations (CARs) and other regulatory authorities.
  • Extensive experience in Flight Simulator operations, maintenance, and integration into training programs.
  • Deep knowledge of Canadian Aviation Regulations (CARs), Transport Canada requirements, and international safety standards.
  • Exceptional leadership and team management skills, with a proven ability to drive performance and instill a culture of safety.
  • Strong communication, negotiation, and interpersonal skills.
  • Analytical mindset with advanced problem-solving and decision-making abilities.
  • Proficient in aviation maintenance management software and technical documentation systems.
