The Air Traffic Safety Oversight Service (AOV) mission is to provide independent, risk-based, data-driven safety oversight of air navigation services.

Duties

The Director, Air Traffic Safety Operations Oversight Division, is responsible for leading the execution of AOVs safety oversight of the Air Traffic Organization (ATO). This division is responsible for facilitating compliance and assuring the continued operational safety of the National Airspace System (NAS) through monitoring all air navigation services within the United States and international areas under the control of the FAA. In its safety oversight role, the division promotes and assures adherence to Safety Management System requirements and principles. The Director provides executive direction to geographically dispersed subordinate managers and 60+ Air Traffic Controllers, Transportation Specialists, and Program Analysts. In addition, the Director oversees the Divisions 70 employees, including 10 senior direct reports. The incumbent participates in formulating and administering AOV’s overall budget of $38M.

Principal Responsibilities:

  • Directs the execution of safety oversight policies and procedures to promote adherence with ATO’s air traffic and technical operations safety standards. Oversees the review of evaluation requests that deviate from safety standards to ensure that an equivalent level of safety exists.
  • Assures continued NAS operational safety through the execution of surveillance activities and the effective monitoring and surveillance of the Air Traffic Services safety program performance.
  • Supports the development of national and international safety oversight policies and assists with the issuance of guidelines and standards relating to the air traffic services provider and air navigation for short and long-term safety program planning.
  • Oversees the AOV Credentialing and Control Tower Operator Certification Programs and provides policy-related support in evaluating the impact of proposed changes in air traffic procedures, equipment, and technologies.
  • Represents the FAA in dealings with high-level officials and maintains liaison with representatives from Congress, the military, the National Transportation Safety Board, other federal agencies, commercial and general aviation organizations, and civic and private groups. Serves as a focal point on a wide variety of technical and managerial issues relating to air traffic services and the air navigation safety program.

Qualifications

As a basic requirement for entry into the FAA Executive System, you must clearly articulate and describe within your five (5) page resume evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Leadership and Technical Requirements listed below.

Discuss obstacles you encountered and how you overcame them to the benefit of the agency. Include in your description ways that you applied long-range vision, developed strategies, and applied innovative ideas and techniques.
  5. TECHNICAL REQUIREMENT: Experience leading an organization responsible for the safety oversight and safety management system of a complex aviation organization subject to Federal aviation laws, regulations, operating procedures, and national and international policies pertaining to air traffic and the operational safety of the National Airspace System.

Salary Range: $149,700 - $210,700
