Job Description

Key Accountabilities:

  • Ensure system safety is maintained within the ATC surveillance system domain
  • Assist in system / software / user requirements gathering, documentation and analysis
  • Perform detailed design and implementation changes / enhancements to radar surveillance applications and systems.
  • Participate in projects of varying complexity
  • Participate in working groups related to the surveillance domain
  • Responsible for planning, specifying, and evaluating software and systems in support of procurement activities
  • Perform analysis of problem reports and determine root cause, development of work around, recommendations and/or implementation of solutions.
  • Create, develop, test and deploy system solutions.

Job Requirements

Education:

  •  Graduation from a recognized university with a degree in engineering with eligibility for certification as a Professional Engineer in Canada.

Experience:

  • Experience in the design and/or implementation of hardware/software and/or electronic projects.
  • Experience in the development of specifications, standards, and/or procedures.
  • Experience in design, development, procurement, implementation and life-cycle management of radar systems or electronic systems.
  • Experience with systems incorporating RF, Microwave, Signal Processor, and embedded computer.
  • Experience in investigating analyzing and resolving life cycle performance issues with surveillance radar systems and/or antenna/pedestal systems.
  • Experience in design, specification and testing of real-time microcomputer hardware and software.
  • Experience in using electronic measuring instruments such as protocol analyzers, spectrum analyzers, oscilloscopes, etc.

Knowledge:

  • Knowledge and understanding of engineering principles, standards, practices, and technology in the field of ATC Surveillance systems, data communications and computer systems
  • Knowledge, in the design, theory of operation, radar systems, surveillance data transfer systems, and their associated subsystems.
  • Knowledge of the theory, principles, techniques, and practices in the field of electronics, radio propagation, electromagnetic interference, and electromagnetic, compatibility (EMI/EMC)
  • Knowledge of Canadian and International, Organizations, regulations and standards related to the operation of radars used for air traffic control.
  • Knowledge of radar siting requirements
  • Knowledge of operational systems (Windows, Solaris, and LINUX), networking, and communication standards and protocols. 
  • Knowledge with scripting languages such as python or shell scripts.
  • Knowledge of NAV CANADA organization, business practices and principles
  • Knowledge on Scaled Agile Framework (SAFe)

Abilities:

  • Ability to plan, coordinate, conduct, and evaluate proposals related to feasibility studies, design concepts, testing, implementation and life-cycle management of safety critical systems and software for radar systems.
  • Ability to create, document and execute test plans, cases, and scripts for software and system changes.
  • Ability to provide advice, guidance, and opinions related to radar systems
  • Ability to testing and debugging software, hardware and systems
  • Ability to develop, evaluate and implement engineering standards and procedures.
  • Ability to write and evaluate specifications, technical reports, proposals, and safety reports.
  • Ability to communicate effectively both orally and in writing

  • This position is based at Ottawa Technical Services Centre but may be eligible for a flexible work arrangement.

Please note: In the event that a qualified candidate is not found at the PIPSC-3 level, a qualified candidate may be considered at PIPSC-2 level. The successful candidate at PIPSC 2  level will be required to participate in a development program with an intent of progressing to the PIPSC-3 Level through qualification at the end of the successful completion of the development program within a specified period. Candidates will be required to indicate, at the initial stage of the selection process, if they are interested in the PIPSC-2 development position. Participants in the development program will be expected to show commitment and satisfactory progress towards demonstrating the competencies associated with the PIPSC-3 level position throughout the development program.
