Air Traffic Control Specialist (ATREP)
Job Description:

Position is located within the ATO, Western Service Center, Operations Support Group (AJV-W200), Tactical Operations Team (AJV-W230). Incumbent will serve as a liaison officer between the military, the Federal Aviation Administration (FAA) and where applicable, civil users.

Duties Help

The incumbent will perform complex, specialized assignments applying experience and comprehensive knowledge of air traffic control procedures and operations as well as FAA programs, regulations, and missions. Participates in the resolution of local air traffic control (ATC) issues between military and civil users so that both are afforded the maximum service possible. Conducts frequent liaison with FAA, civil, and military personnel to determine adequacy of ATC services rendered.

Serves as technical advisor to the military in all phases of air traffic control in order to improve air traffic control services. Participates in military meetings in which the FAA has an interest. Participates in lecture and training programs for base pilots and civil air user groups. Recommends changes to improve local military air traffic control facility training program.

Ensures administration of certification and rating programs within their assigned military facilities. Coordinates and is signatory to Letters of Agreement between military ATC facilities and FAA ATC facilities. Informs higher level authority and/or manager whenever an agreeable solution cannot be reached at the local level on controversial matters and interpretive issues.

Participates in the near midair collision program. Provides technical advice and assistance on matters concerning airspace allocation and use, Federal Aviation regulations, and air traffic control services provided by the FAA.

Assists in airspace reviews between the military and civil users regarding Special Use Airspace (SUA) and ATC assigned airspace (ATCAA), to achieve maximum compatibility of user requirement and to enhance operational safety.

Reviews and evaluates military airspace proposals for SUA, Military Training Routes (MTR), and airspace needed for special events. Participates in briefings for military personnel on FAA air traffic control procedures and National

Airspace System (NAS) requirements in terms of their applicability to the safe, orderly, and effective conduct of military operational flying within the common NAS.

Conducts ATC, MRU, and SUA evaluations. Reviews Safety Risk Management (SRM) documentation for airspace changes and redesign, and may be called upon to serve on SRM Panels as a Subject Matter Expert (SME). Tracks, monitors, and provides status reporting of assigned program areas. Areas of review include planning, methodology, implementation, scheduling, costs, constraints, risk and issues.

Ensures classified discussions and documents are handled, stored, and safeguarded in accordance with current orders. Ensures appropriate records and files are maintained.

The work contributes directly to the accomplishment of air traffic and other FAA objectives and the efficiency and effectiveness of air traffic operations. Contacts are both internal and external to the agency. Most work is performed independently, though work is subject to review for quality of results and compatibility with goals, and conformance with established policies and program objectives. Broad policies and objectives provide general guidance for completing work objectives, but allow considerable discretion to develop new or innovative approaches. Draws on experience and knowledge to solve unusual problems.

Performs other duties as assigned.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13 in the Federal Service. Specialized experience must include extensive knowledge and experience of air traffic operations and Special Use Airspace rule making/non-rulemaking actions.

Prior active duty military experience is preferred.
