The position is located within the Federal Aviation Administration (FAA), Aviation Safety (AVS), Organization Designation Authorization Office (AVS-060). AVS-060 is responsible for overseeing the FAAs delegation program and ensuring standardization and consistency in the appointment, utilization and oversight of all designees.

Duties

As an Aviation Safety Compliance Officer/Technical Advisor, the position is an expert regarding the technical functions of AVS as it relates to the FAAs delegation programs, the type certification process, and/or oversight of certificate holders. The position supports the Director of the ODA Office in planning, executing, and overseeing initiatives aimed at driving standardization, consistency and effectiveness of the delegation program and the FAAs oversight of the designees. The position reports directly to the Director of the ODA Office.

The incumbent is recognized within AVS as a technical expert regarding regulatory compliance related to certification and oversight and is called upon to provide leadership for large, highly complex, and challenging activities under the minimal direction of a manager or executive. As necessary, may act as a technical expert to develop new and innovative concepts, approaches, methodologies, techniques, and policies, or as a senior project manager or team leader for large, challenging regulatory-related work activities.

Initiates and maintains effective communication with both internal and external stakeholders and builds cooperative, ongoing working relationships with them to achieve the objectives of the ODA Office. Conducts regulatory compliance reviews, strategic planning, outreach, staffing support, writing, research, and other functions to facilitate timely submission of ODA Office deliverables. Prepares, reviews, and may approve delegation related reports or policies for internal and external distribution. Develops briefings to convey strategic vision or policies to internal and external audiences.

Applies regulatory experience and expert technical knowledge of aviation safety regulations, as well as an understanding of new technologies and methodologies, to perform critical tasks requiring the development of new concepts, systems, or innovative approaches. As the Senior Advisor, the incumbent will develop and assist in the creation and implementation of governance for the ODA Office and will assist in the organizational design and expansion of the ODA Office. Contributes to the preparation and dissemination of the offices written materials by drafting and editing talking points, fact sheets, briefing materials, memoranda, and other materials for conducting, facilitating, and supporting committee meetings, external outreach, briefings, reports, and speeches. Ensures information on activities are communicated in an effective and timely manner throughout the Agency.

Collaborates with all levels of management, including senior level executives and program sponsors/owners, to solicit and provide input, coordinate approvals, measure and report progress, and facilitate stakeholder involvement. Represents the FAA as the primary technical authority for major projects, programs, and other areas of FAA responsibility. Provides expert guidance and instruction, both internally and externally, to address diverse, complex issues that often cross multiple projects/programs or functional areas. Develops and recommends approaches to address current and anticipated problems and issues and will work with senior management to identify and jointly resolve problems.

Work is primarily performed independently with broad discretion to ensure alignment with organizational objectives and policies. As employee is a technical expert, final work is typically reviewed for success in achieving planned results, not technical merit. Work activities typically impact directly on the objectives of one or more LOBs/SOs, often impact on the objectives of the FAA, and may affect the aviation and aerospace industries and other external parties.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J, FG/GS-14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes: Experience with aviation safety regulations to include at least one of the following: commercial aviation, flight safety, or aircraft certification. Experience collaborating with internal and external stakeholders regarding matters that cross organizational boundaries. Experience applying management concepts to solve and address complex, aviation-related business problems.
