This position is a Core NAS Policy Compliance (CNPC) lead, who provides direct project management, technical direction and program execution support. Reports directly to the Technical Operations, Technical Services Organization, Operation Support Manager (OSM).
Duties
Serves as the Principal Technical Support Specialist in the Operations Support Staff, performing a variety of functions directly relating to the operation of the NAS. Performs work of broad scope and complexity. Provides the highest organizational level of technical support to the operations managers as required for efficiency and continuity of NAS operations. Focuses on the availability and reliability of the services and products provided to users of the NAS. Applies broad experience and comprehensive technical knowledge of assigned disciplines and specialties, an understanding of new technologies and methods, and FAA policies and programs.
Provides detailed instruction of Core NAS Policy to include: FSEP, Tort Law, NAPRS, FRO, Certification, Logging requirements, Coordination, DMT & TOT (Metrics) websites, Modifications, Technical Documentation, and general NASTEP program and findings. These are the core items in the CNPC workshop so subject matter understanding and interrelationships knowledge is required and communicated during each workshop. Generates quarterly and annual summary report of CNPC classes held in the Service Area. Recruits and develops other CNPC Instructors from within Districts and Technical Services. Represents Service Area on National CNPC Document review and update meetings and telecons. Generates corrections and updates of CNPC workshop material and provides to the National team for consideration. Generates TOT snapshot of TSC general logging and metric performance 2 weeks prior to CNPC workshop, and then generates follow-up snapshots at 3 and 6 months. Identifies the trends of SSC compliance to policy.
The position is concerned with the applications of the systems through which those services are provided. Performs a variety of functions directly relating to the operations of the NAS. Listens to field concerns, develops and implements coordinated solutions, and ensures follow through with customer. Determines whether the majority of services, systems, or subsystems are operating (or are capable of operating) within applicable parameters and specifications. Determines the technical acceptability or status thereof. Provides appropriate systems and service certification as required by agency policy and guidelines.
Is subject matter technical expert and makes decisions and recommendations that involves major segments of the NAS which extend beyond District boundaries. Initiates action for the timely repair or restoration of services and systems, taking into account the availability of backup systems, possible reconfigurations to minimize service interruptions, and relative criticality of particular functions to the safe and efficient operations of services and systems throughout the area of geographic responsibility of the position. Work directly supports the objectives of the organization and the safe and continual operation of the NAS, FAA aircraft, and/or FAA academic programs.
Contacts are both internal and external. Often represents the organization as a primary technical point of contact on projects, programs, and other work activities to coordinate and implement plans or to obtain information and resolve problems. Coordinates with other organizations and agencies concerned with FAA activities. Oversees activities of contractors.
Receives general program assignments from a supervisor or higher-level manager. Assignments are stated in terms of priorities, overall objectives, and boundaries. Completed assignments are considered technically authoritative and are reviewed only for general compliance with organizational objectives. Identifies resources needed to perform assignments. Organizes and assigns resources needed to accomplish large work activities within established schedules.
Independently resolves all but unique technical problems. Interprets and adapts technical manuals, manufacturers instructions, FAA policies, procedures, and other publications.
